We are happy to announce 3rd and final call of EMAIL III. This is a very last chance to apply for the EMAIL scholarship. This year we are going to distribute scholarships for Israeli PhDs and post-docs coming to EU ONLY! If you want to take advantage of this unique opportunity, don’t hesitate and create your application! The deadline is 31st December 2015.

Q: When is the next call for applications open?
A:EMAIL will open it's application form in two rounds (cohorts) during the implementation period of the projet:

  • EMAIL II application form for the academic year 2013/2014 will be available from Friday 9 November 2012 at 20:00 (central EU time)
  • EMAIL II application form for the academic year 2014/2015 will be available in 2013 (exact time to be specified later!)

Q: When will my mobility start?
A: EMAIL will open it's application form in two rounds (cohorts) during the implementation period of the projet:

  • all individual mobility flows of the first round for applications (open November 2012, close January 2013) must start at the beginning of the academic year 2013/14 (autumn semester 2013)- no later than 31 December 2013. Please find out the exact beginning of the academic year 2013/14 of your respective host institution by reading the “Detailed information sheets” in the “Partners” section of this web site. This is not valid for staff scholars, whose mobility can start any time before May 2016.
  • all individual mobility flows of the second round for applications (open/close "to be specified in 2013!") must start at the beginning of the academic year 2014/15 (autumn semester 2014)- no later than 31 December 2014. Q: How long can I stay abroad if I am granted a scholarship?
A: This depends on your type of mobility and on whether you applied as an exchange student or a degree student.
Undergraduate exchange students: between 1 semester and 1 academic year
Master exchange students: between 1 semester and 1 academic year
Master degree students (not applicable for EU students): between 1 and 2 academic years depending on the duration of the master programme at the host institution

  • Doctorate exchange students: between 6 and 10 months
  • Doctorate degree students (not applicable for EU students): 3 academic years
  • Post-doc students: between 6 and 10 months
  • Staff: 1 month
Please note that applying as degree seeking students is not an option for outgoing students from EU countries. Only students from universities in Israel can apply for a degree programme. Further information can be found in the “Who can apply” of this web site.

Q: What is the difference between an exchange student and a degree student?
A: If you are an exchange student, you are registered at your home institution and will only temporarily study at a partner institution during your mobility through EMAIL. As a degree student, on the other hand, you will register and also obtain your degree at the host institution (one of the EU partner institutions of EMAIL consortium).

Q: What target groups are there for the programme and which group do I belong to?
A: There are three target groups for mobility from Israel to EU countries and two target groups for mobility from EU countries to Israel. You belong to target group 1 if you are registered as a student or employed as staff at one of the partner institutions in the EU countries. Find out which target group you belong to in the “Who can apply” section of this web site.

Q: One of the eligibility criteria for the EMAIL scholarship is for the selected candidates not to have resided nor carried out their main activity (studies, work, etc.) for more than a total of 12 months over the last 5 year in one of the European countries. Which European countries are those? And how do I calculate the five year period?
A: Those European countries include: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, The Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom (this guideline is not applicable for staff nor target group 3 candidates). Counting of the five years end at the date of closing your application form (Example: if you are closing your application form on 13 December 2012, then the five years period counts from 13 December 2007 until 13 December 2012).

Q: Can I apply for a scholarship if I am an Israeli national living in Europe?
A: This is generally not possible for Target Group 1 since students and staff have to be registered at one of the EMAIL Israeli partner institutions.
Target Group 2 addresses Israeli nationals registered at an institution in Israel which isn't part of the EMAIL partner institutions’ consortium or an Israeli national who have already obtained a degree from a higher education institution in Israel.
In order to belong to Target Group 3 you need to hold the nationality of Israel and prove that you belong to a vulnerable group (having a refugee status or asylum beneficiaries; objects of unjustified expulsion from university on racial, ethnic, religious, political, gender or sexual inclination; IDPs (Internally Displaced Persons)), or being of Arab origins.
Find out which target group you belong in the “Who can apply” section of this web site.
This makes it possible for Israeli nationals living in Europe to apply for a scholarship if they belong to either Target Group 2 or 3. Please be aware, however, that for target group 2 candidates, in order to be eligible, Israeli Nationals (undergraduate, master, doctorate and post-doctorate candidates) must not have resided nor carried out their main activity (studies, work, etc) for more than a total of 12 months over the last five years in one of the European countries (Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, The Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom). Q: Can I apply for an inter-European or inter-Third-country mobility (an EU candidate for mobility within EU or Israeli candidate for mobility within Israel)?
A: No, it is not possible to apply for an inter-European or inter-Third-country mobility as this kind of mobility is not covered by the programme.

About application documents and mobility:


Q: What courses can I take abroad?
A: All institutions in the EMAIL consortium are comprehensive universities, which mean that they offer a wide range of studies which are open to mobility scheme participants. You have to choose your type of mobility first and then find out about possible fields of study at the institution you are interested in. Our website provides a list of fields of study you can choose from at each university (see the “Offered fields of study” section of this web site). For further information please get in touch with the official EMAIL contact person at the respective host institution, contact details can be found on the “Partners” section of this web site.

Q: What language requirements do I need to fulfill?
A: All applicants need to check the "Detailed information" sheet of the respective host institution (see the section "Partners") and upload the required language certificates which are mentioned there if applicable, if the partner institution DOES NOT require any language certificate, you can upload a word document in which you mention this fact. In the case where the partner institution REQUIRES a language certificate and the applicant is not able to provide it at the time of application, the following options are possible:

  • Upload a word document in which you show the proof of your knowledge (e.g. a confirmation from your home institution, or a language centre), make sure that this option is acceptable at the host institution in question!
  • Upload a word document in which you show an email correspondence with the host institution where they confirm that you can provide the language certificate at a later stage.
  • Upload a word document in which you explain any other special circumstance arranged by your home institution or based on your personal situation (e.g. your home institution offered to upload the confirmation at a later stage, you had a study abroad experience in a country speaking the language required from you (English, German, French…etc.)).

Q: Do I have to pay tuition fee?
A: If the mobility is inferior to 10 months, you will continue to pay your registration fee at your home institution and the host institution must apply a fee waiver policy (no registration/tuition fee). In case the mobility lasts longer than 9 months and 30 days, tuition fee at the host institution will be funded with up to a maximum of 3.000 € per year by the EMAIL programme (if applicable). If tuition fee are higher than 3.000 € the host institution will need to apply a fee waiver.

Q: Will I be awarded some form of diploma at the end of my mobility period?
A: If you apply as an exchange student, you will not obtain a diploma from the host institution at the end of your mobility period. However, exchange students will be provided with a transcript of records specifying the credits obtained for each of the courses attended. The Learning Agreement and the transcript of records guarantee the transfer of credits for courses passed successfully by the student. The relevant person in charge at the home institution carries out the recognition after the student returns to his/her home institution. As a degree student, you will receive a diploma and a diploma supplement from your host institution in the EU country.

Q: What is a Learning Agreement, Study/Research Plan, Training/Research/Teaching Plan and how do I get it?
A: A Learning Agreement, Study/Research Plan, Training/Research/Teaching  Plan is a study plan that details what subjects/courses/fields of research you intend to cover during your mobility and thus provides information on what you want to achieve during your stay abroad. It has to be agreed on with the relevant persons in charge at your home university. The Learning Agreement, Study/Research Plan, Training/Research/Teaching Plan needs to be signed by the student/staff and the persons in charge at your home institution (academic coordinator and EMAIL contact person) before submitting the application – if you are not sure who is the academic coordinator at your home institution, please ask your home institution EMAIL contact person for help “see the Partners section”. Once the mobility has started the document needs to be signed by the academic coordinator and EMAIL contact person at the host institution who thereby guarantee that the incoming student/staff member can study/research the planned course units/modules.
The Learning Agreement and the transcript of records guarantee the transfer of credits for courses passed successfully by the exchange student. The relevant person in charge at the home institution carries out the recognition after the student returns to his/her home institution.

Q: Do I need all the four signatures on my Learning Agreement at the time of application form?
A: No. At the time of application form, you only need three signatures: your signature and the signatures of the academic coordinator and EMAIL contact person – if you are not sure who is the academic coordinator at your home institution, please ask your home institution EMAIL contact person for help “see the Partners section”.
If you belong to target groups 2 and 3 and you are not sure who are the contact persons at your home institution, please send an email to info@em2il.muni.cz.

Q: Is the Learning Agreement a binding document or is there still a possibility for choosing other courses for my mobility?
A: The learning agreement at the time of application and before the student’s arrival to the host institution is not a binding document, changes to the learning agreement are possible, in which case, the student should fill in a new document (after arrival to the host institution) called “Changes to the learning agreement”, this document must be submitted within the first month after the student’s arrival to the host institution and should contain all the necessary signatures (from both home and host institutions).

Q: I am applying for a level of study for which I still do not have my previous diploma yet and won't be able to upload it until the deadline of this call. What should I do?
A: In case you don’t have all required documents now, please get in touch with your respective host institution. In case the official EMAIL contact person at the host university exceptionally agrees that some documents can be sent after this call's deadline, this email conversation should be copied & pasted and uploaded as an explanation. In case your application is successful, you will be conditionally accepted and you will be given a certain deadline in order to submit the missing document. Please note though that applicants who have completed their applications by uploading all required documents will be favored.

Q: What is meant by "certificate"?
A: Bachelor degree, master degree, doctorate degree or equivalent (according to the level of the applicant).

Q: What is a "transcript of records"?
A: A list of exams passed at your home institution.

Q: Do all the application supporting documents need to be in English? In case of translation, does it have to be a certified translation?
A: All the application supporting documents must be submitted in English language, in the case where diplomas and certificates are not in English, please provide both original documents and a translation of it. Translation does not have to be authorized, however, we recommend you to either get the signature of the EMAIL contact person at your home institution on the translated documents to proof that original matches the translation or provide an authorized translation if the host institution requires it at the time of application (more information can be provided by the EMAIL contact person at the host institution (see Partners section)). In case of candidates of target groups 2 and 3, please contact the EMAIL contact person at Ben-Gurion University of the Negev (rbf AT exchange DOT bgu DOT ac DOT il) to arrange for the signature on the translated documents.

Q: For exchange students only: How do I find out about recognition requirements at my home institution?
A: You have to check recognition requirements at your home institution by contacting your academic coordinator - if you are not sure who is the academic coordinator at your home institution, please ask your home institution EMAIL contact person for help “see the Partners section”. About the selection and scholarship:

Q: How will I receive my scholarship/grant?
A: The EMAIL consortium is responsible for paying out the grants to the students and staff. Payments are made on a regular basis, generally on a monthly basis, and will be transferred to your bank account after arrival to the host institution.

Q: What will be covered by the scholarship?
A: The scholarship will cover travel expenses, insurance (travel, health, accident), tuition fee and other admission/registration costs (where applicable), and a monthly subsistence allowance (for details, please check the “About EMAIL” section of this website).

Q: How are travel expenses calculated and paid?
A: The amount for travel costs is based on a fixed sum depending on the distance between on the one side the home institution (for Target Group 1), location of origin (for Target Group 2) or location of residence (for Target Group 3) of the student/staff and on the other side the hosting institution premises. Plain tickets will be arranged and paid by the EMAIL coordinator (Masaryk University) for all nominated candidates shortly after the nomination results are announced, all candidates will be contacted by email for the tickets arrangements. Only one round trip will be covered for each candidate (even if the mobility is for more than one academic semester/year!).

Q: How can I get a visa?
A: Once you have received an official nomination that you have been accepted for participation in the mobility scheme, you will have to apply for a visa in your home country by contacting the embassy of your chosen host country.
It has to be taken into account that obtaining a visa can take some time. Therefore, the visa application procedure needs to be started in due time after receiving the nomination letter. The EMAIL contact person at your home and host institution is a useful contact to turn to in case you need advice on how to proceed. Some information about the visa arrangements can also be found in the “Detailed information sheet” of each partner institution in the “Partners” section of this website.

Q: Will I receive insurance cover for the duration of my mobility?
A: Yes, you will be covered by a complementary travel, health and accident insurance which will be organized and directly paid by the EMAIL coordinator (Masaryk University) for all nominated candidates.

Q: What kind of services can I expect to be offered by my host institution as an incoming student or staff member?
A: According to the rules of the programme, the host institutions are required to provide practical information and assistance to help students/staff settle in and get acquainted with the host institution. Services provided may include, for example, linguistic support in the form of language courses, information on housing facilities, activities encouraging social integration, and services for students with a family or special needs. Find further information about each institution on the respective detailed information sheet in the “Partners” section of this website.

Q: How does the selection proceed?
A: The selection procedure is done in three main phases: the evaluation at the home institution for the outgoing candidates (for target groups 2 and 3, this will be evaluated by the EMAIL main coordinator “Masaryk University”, and the co-coordinator Ben-Gurion University of the Negev), the evaluation at the host institution for the incoming candidates, and the final selection is decided upon at the selection meeting which will be carried out by the EMAIL Selection Committee which consists of the EMAIL main coordinator “Masaryk University”, two representatives from the EU side of the consortium, and two representatives from the Israeli side of the consortium.
Selection criteria taken into account by the home and host institutions differ according to the mobility type and level, such criteria will in general include:

  • Academic performance
  • Motivation statement
  • CV & other activities
The academic offer which will be expressed by the Learning Agreement (Undergraduates and Master exchange students); Study/Research Plan (for Doctorates); Training/Research/Teaching Plan (for Post-doctorates and Staff) will also be taken into account when evaluating the applications.
The final selection will consider further criteria such as:
  • Gender balance
  • Geographical balance
  • Thematic fields balance
  • Vulnerable and disadvantaged groups
  • Commitment to contribute to the academic network of the consortium and to prevent brain drain (especially for Post-doctorates and Staff)

Other questions:

Q: I was granted a scholarship within the Erasmus Mundus programme before. Can I apply again?
A: Basically you can apply for an EMAIL scholarship if you apply for a different type of mobility than granted within the past Erasmus Mundus project. If you have been selected as e.g. an Undergraduate before, you can now apply as a Master student. However, preference will always be given to new applications. Only in case there are still scholarships available after all new applications have been selected, past Erasmus Mundus scholars' applications will be considered. Please be aware that chances to get selected again might be low. Also, please note that you must not have resided nor carried out your main activity (studies, work, etc.) for more than a total of 12 months over the last 5 year in one of the European countries*.
However, it's not possible to get nominated for the same type of mobility a second time. This is also applicable for staff!
